What makes something a piece of art?

What makes something a piece of art? When is a chair a piece of art, when is a turned wooden bowl / hollow vessel a piece of art? Would you look an original shaker dresser, and only see it as a dresser? Would you look a piece of Frank Lloyd Wright furniture and simply see it as a chair or table. Is art only in the eye of the beholder?

Can something practical become art?

    Art is something that is sufficiently well made to confer sexual and social status on the maker and the owner.
